CONSTITUTION
of the
JOHNNY EVERS GOLF LEAGUE
ARTICLE I: NAME
The name of the League
is the Johnny Evers Golf League.
ARTICLE II: PURPOSE
Section 1: The purpose of this League
is to promote interest and participation in recreational and competitive golfing.
Section
2: This League shall
be governed by the regulations of the United States Golf Association wherein they apply.
ARTICLE III: MEMBERSHIP
Section 1: This League shall consist of Twenty Eight
(28) members.
Section 2: Membership is open to any person whose ideals
and purposes are in harmony with those of the League, providing that there is an opening.
ARTICLE IV: WITHDRAWL, SUSPENSION AND EXPULSION
Section 1: Each member shall remain in good standing until
they withdraw, or are suspended or expelled.
Section 2: A member is permitted to withdraw by notifying
the officers of the League, preferably in writing.
Section 3: A member may be suspended or expelled from the
League for non-payment of dues, becoming inactive, or failing to conduct himself in conformity with the ideals if the league. Suspension or expulsion cannot be effective until the member has been notified in
writing of the charges against him and has had time to reply.
ARTICLE V: DUES AND FEES
Section 1: The dues shall be determined at the Spring Meeting
for that year. This may be subject to change at any time.
Section 2: An affirmative vote by a simple majority of the
members present can determine the weekly dues.
ARTICLE VI: GOVERNMENT
Section 1: The government of the League is vested in a body
composed of its recognized members and officers.
Section 2: The elected officers of the League are:
President
Vice President of Activities
Secretary
Treasurer
Section 3: Three members of a Rules Committee shall be elected
to act as a Board of Directors with the elected officers. This Board of Directors
may act for the League between meetings. All such action may be reviewed by the
members at the next regular meeting.
Section 4: All officers and members of the Board of Directors
shall hold office until successors have been installed. The Board of Directors
shall be empowered to appoint the successor should a vacancy occur in any elected office.
ARTICLE VII: QUORUM
At all meetings of the
League, a quorum shall consist of one more than one-half of the recognized members.
ARTICLE VIII: AMENDMENTS
Amendments to this Constitution
may be made by an affirmative vote of two-thirds of the eligible voters at any meeting of the League at which a quorum is
present and providing notice thereof is sent to each member, at least fifteen days before the meeting at which time such amendments
shall be presented for consideration for adoption. Such notice shall contain
the proposed amendment in full.
BY-LAWS TO THE CONSTITUTION
of the
JOHNNY EVERS GOLF
LEAGUE
ARTICLE I: MEMBERSHIP
Section 1: Past members, in good standing, that have withdrawn
shall have preference in the event of an opening in the League.
Section 1 B Priority A: Will be given to ex-members, in good standing, who have expressly informed an Officer
of the League that they are available immediately for re-admittance to the Johnny Evers Golf League. The Officer of the League
will then notify the Secretary to update the Order of Admittance Waiting List.
Priority B: Will be given to ex-members, in good standing, who have expressed an interest
to an Officer of the League that they would like to rejoin the Johnny Evers Golf League at a future time. These members will
be contacted about rejoining before the Priority C candidates are considered
Priority C: Will be given to potential new members sponsored by a current member who
has informed an Officer of the League of the candidate’s interest in joining and has provided the candidate’s
name and contact information.
The Order of Admittance Waiting List will operate on a “First Notified First
Available” basis and will be posted on the league web page and managed by the league Secretary.
Section 2: Admission shall be by an affirmative vote of
two-thirds of the members present.
Section 3: A member shall be a minimum of 21 years old.
ARTICLE II: WITHDRAWS, SUSPENSION, AND
EXPULSIONS
Section 1: Requests for withdrawals shall be acted upon
by the Board of Directors.
Section 2: No member shall be allowed to withdraw while
under charges that may result in suspension or expulsion.
Section 3: A member may be suspended if he is more than
five weeks in arrears in dues. The Board of Directors may take this action by
a majority vote.
Section 4: A member may be expelled under Article IV of
the Constitution by an affirmative vote of a majority of the Board of Directors.
ARTICLE III: DUES AND FEES
Dues are payable two
weeks in advance and then weekly thereafter.
ARTICLE IV: DUTIES OF OFFICERS
Section 1: The President shall generally superintend the
business of the League and shall preside at all meetings of the League. He shall
act as Chairman of the Board of Directors and as ex-officio member of all committees.
He may from time to time establish special committee and appoint their chairman.
The President shall not vote except in the case of a tie when he shall cast the deciding vote.
Section 2: The Vice President of Activities shall exercise
the prerogatives of the President in his absence. He shall be a member of the
Board of Directors. He shall be responsible for all organized golfing activities
and all social activities of the League, including but not limited to the Spring Meeting, all golf outings, and the annual
banquet. He shall be in charge of all awards and activities.
Section 3: The Secretary shall be responsible for all secretarial
functions of the League, including but not limited to: Preserving of League records,
weekly standings of competitive play and handicaps, keeping of the minutes of all meetings.
He shall be a member of the Board of Directors.
Section 4: The Treasurer shall collect all funds due the
League, shall make proper disbursements of the same and shall make an accounting of the receipts, expenditures and financial
condition of the League at each regular meeting and at such other times as may be requested by the President or Board of Directors. He shall be responsible for the preparation of the annual budget and reports relating
to it. He shall be a member of the Board of Directors.
ARTICLE V: DISBURSEMENTS
Section 1: Disbursements of the League funds shall be made
by checks signed by the Treasurer or in his absence by any of the Officers.
Section 2: Any disbursement in access of fifty dollars shall
first be approved by the League at a regular meeting.
ARTICLE VI: MEETINGS
Section 1: The League shall hold regular meetings at least
once a month during the months from April to September inclusive, and special meetings at times deemed necessary by the Officers
or Board of Directors.
Section 2: The League shall hold an Annual Business Meeting
in March, the purpose of which is to elect the Officers and Board of Directors and receive final reports.
ARTICLE VII: COMMITTEES
Section 1: The President of the League shall be responsible
for appointing all members of committees and their chairman.
ARTICLE VIII: ELECTIONS
Section 1: Nominations
a) A Nominating
Committee and it Chairman shall be appointed by the President and be presented to the League not less than two weeks prior
to the meeting at which elections shall be held. It shall submit a slate of Officers
and Directors to the League at the Annual Meeting.
b) After the
Nominating Committee has presented the slate, nominations from the floor are in order, providing such nominees are present.
c) All nominations
shall be with the consent of the nominee.
Section 2: Elections.
a) Elections
of Officers and Directors shall be held at the Annual Business Meeting.
b) A majority
of votes of the eligible voters present shall elect.
c) Officers
and Board members shall take office at the beginning of the fiscal year. They
will be installed prior to that time.
ARTICLE IX: OUTINGS
Section 1: Final Outing
a)The last outing of the
year will be a scramble.
b)
There will be no more than $500 expenditure of league funds for prize money at the final outing.
Section 2:
Social Chairman has the option to split $200 per player on 3 outings as he deems necessary.
ARTICLE X: AMENDMENTS
Amendments to these By-Laws
may be made by an affirmative vote of two-thirds of the eligible voters present at any meeting, providing notice is sent to
each member at least fifteen days prior to the meeting at which the amendment is presented for adoption.

LEAGUE
Playing Rules
USGA Rules for Stroke
Play will govern except where amended by Course Rules and/or the following:
1.
STARTING SEQUENCE: All members of foursome must be present on course,
ready to play, prior to getting starting position.
2.
GOLF ETIQUETTE: All aspects of golf etiquette should be observed to speed
up play and to be fair to all players.
3.
PREFERRED LIES: Preferred lie will be allowed in league play in fairway
being played only. Discretion should be used in movement of ball. If sign is posted that carts must remain on the path, then the ball may be picked, cleaned and placed in
the rough as well as the fairway (hazards excluded). The ball must be replaced
at the closest point no closer to the hole and no more than six inches unless in standing water.
4.
LOST BALLS: (A). If
both players in a match decide a ball is lost on the fairway being played, a ball may be dropped in the area judged to be
the spot where the ball was lost, without penalty.
(B). If a ball is lost in the rough or in the woods in bounds, a player must play another ball from the
original spot where last played (when the ball was struck out of bounds) under penalty of 1 stroke or use provisional
if one was deemed from original spot.
(C). A ball is lost if it is not found in five (5) minutes or if another ball is put into play.
5.
OUT OF BOUNDS: Ball must be played from original hitting area for one
penalty stroke and distance. If a ball is hit toward an obvious out of bounds,
a provisional ball should be hit to speed up play.
6.
If a ball is hit into water, the water must be kept between player and the hole.
Penalty 1 stroke.
7.
The club may be grounded only lightly and must not be pressed into the ground to improve lie or stance. Penalty 2 strokes.
8.
Flag must be removed when ball is on the green.
9.
Club may not be grounded in hazard. Penalty 2 strokes.
10.
If unsure of a rule during play, then the member should play two balls, and let the rules committee decide at the conclusion
of the round.
11.
Any invited non-member substitute will go out in the last group.
12.
Rules Committee has the authority to cancel play because of weather conditions.
In the absence of all members of the Rules Committee, the President can act on their behalf.
13.
Any dispute as to rules should be brought to the Rules Committee no later than the following week. Determinations of the rules committee are final, as long as made in agreement by a minimum of two of its
members.
